Oil restrictors on OEM Chevy block. Should I or shouldn't I??

Need more info on the engine combo you want to run.

With proper block modifications for oil return, stand-offs or plugs in correct locations in lifter valley and an adequate oil pan ,there is hardly any need for restrictors these days.
Oil keeps your valve springs cooler making them last longer.

100% correct, the only time we had used them was when we had to run blocks and heads that were not allowed to be touched. Untouched block and heads have really really bad flow to the pan and can hold the oil up in the top of the engine. Unless you are required to do the same there is no way I would run oil restrictors.
