Motor Question ( What size heads)

Have a 415 bottom end and need to buy a set of 23 degree steel heads. Want to be able to run a gauge legal 4412 carb and a willys 750 for the various tracks we will run.

Have a motor builder that said RHS 228 / 64 cc CNC heads would be good. Just not sure. Wonder if they are to big for a 2 barrel. Any cam ideas?

Anyone have any ideas on what type heads and size I should look at.
