by moving the LBB up on the chassis will it forward traction away and increase roll steer?

Yes but will mainly effect from the center off while you are on the gas. There is a good guide to 4 bar adjustments on Integra Shocks page in the tech section that you can print out and take with you if you need it.

Mostly echoing what Ego said but lowering the LBB on the frame adds "instant" drive on throttle application and hence tightens initial on throttle handling. This is mostly because it changes the way the birdcages indexes and loads up the LR more and not so much because of the decreased rear steer. Once you've got the car up on the bars and off the spring, this affect largely goes away. Naturally, raising the LBB on the frame has the opposite affect.
Increasing the upward angle of any bar will increase roll rear steer.
