Someone please correct me if I am wrong. The spring is designed to work on compression and the more compression, the stiffer it becomes. Under deceleration you have a biscuit to absorb the braking shock. The spring will provide the same amount of force to decompress it as it took to compress it, unlike a shock absorber. I hope this helps.
Confused?

The three way pull-bar is designed to use a linear spring. It's progressive by design. The spring collapeses to a point and then hits the biscuits. They can be adjusted to when it starts to load the biscuits in relation to spring travel.
To answer the original question. No it doesn't matter. But I always put the heavy side of the spring towards the rearend.
