Problem I am having is I can only get the rear 50# less than the front.
What is the correct way to set up? Should you start with the rods out of master cylinders even?

Go to Tilton racing site and then tech. Installation instructions , you will find details on how to correctly setup your bias bar. Also make sure you have 18 to 20 turns of adjustment. I bought a new adjuster, with sliding indicator, and it would only go 14 turns until the indicator bottomed out. Could not get enough rear brake.

That might be the issue. I only have 12 turns. I need to check which side the long threads are on.
