crate carb question

Does anyone know the difference between the holley 80541 650 cfm and the willys 650 crate carb?

the holley is a out of the box carb without any mods it will work but not as good as the willys.if the extra performance you get out of a willys are any other specialty crate carb doesnt matter then go with the holley
