raise the bar or lengthen the chain

what do you guys think or do....wouldn't raising the left upper just increase indexing w/o the added roll steer? seems if you lengthen the chain to get to say 45 degrees of top bar angle, you're increasing the steer much more...I kind of struggle with which way to go on this to get more drive..appreciate any input you can give.

You add steer either way.

Both add rear steer. I don't mess with chain adjustments. Just raise or drop the upper on the birdcage.
