On a smack car, both inners go on top of the rack with .500 spacer between the tie rod and the rack. And you need a .250 spacer between the rack and the chassis.
Gen-X is completely different. Left side the tie rod goes on top of the rack with a .200 spacer between the tie rod and the rack. Right side you have to put a center pull eye on it.

Mine is a Smack car and that's what I was referring to. I couldn't tell you the first thing on a Gen X front.
