Found it on amazon kindle for $6. It's a collection of circle track articles, many of which seem to be pretty old. A bunch seem to be kinda crap, but there are some good ones. Bloomer wrote an article about weight distribution that I liked pretty well. He has another about tire pressures and yet another about reading the track. All of those seemed fairly good. You might be able to find these articles on the web as well.
Overall, I think this isn't a great standalone book, but even if you disagree with some of the theory, $6 isn't a huge outlay to hear some ideas about how the cars work.
Some of the articles think rear steer is good for the slick, and GRT goes the other way on that, so grain of salt.
