He's hardly the only racer with a pull down rig.

pull down rigs are nothing but a tool, now if you know how to use the tool and have a note book, it helps but if you don't know the numbers you will need, it will hurt ya,
you can do this at alot less of a cost, by drilling some eye bolts in the floor(for the pull down deal) and then buying some 5000 lbs scales,youll need to make a deal for the 5th coil but thats not hard,
if you have the shop space to do this, it can be done for 5-8 grand(the scales are high), you don't need all of the extras', note book is just as good
but you will need data acquisition,i really think that is a very effective tool, more so than a pull down rig, and you will need that info for the pull down rig(it will let you know where the car is working with out guessing)
but to the question yes its an added cost

I believe, you will find this pic is taken at Sweet engineering. It was taken after speed weeks. So we will see if it has any benefits. Over the last two seasons, Frank has stepped up his program.

You have to test to get the data. Now, change the setup, data is different.
