What does adding a left rear wheel spacer do to the car?

All around tighter

I felt like a 1" LR spacer made the car rotate in the center a little better.

Depends on whether you compensate for the difference it makes on the scales also. "All around tighter" is certainly a generalization on my part.

All around tighter

That's been my experience also, esp on a blue Rocket.

Depends on the track, conditions and how you drive it. Put simply it gives LR more lateral leverage on the car. So if, "on the fuel" it tightens, then "off the fuel" it should do the opposite, in a balanced setup.
