What's affects moving lrl down on birdcage and frame the same versus raising it up on birdcage and frame besides fact of speeds up and slows down index what does each sonfor drive or tightens

If it is lower, it has less influence on steer and thrust loading. You wind up with less rollsteer and more load on the bar with more angle. The cage indexes more as well which softens the wheel rate. You should notice the car is tighter.

So cage index more when dropping it down on birdcage and frame equally?

Yes. It pulls the bottom forward less.

So overall would be tighter on later exit deal if drop it both ends
