So for anyone in the know, the way it is worded (options 1,2,or 3), I would interpret as saying you are either running all 20's with a RR option, or all 30's (also with a RR option), or all 40's with a RR option? Doesn't that contradict the recent 30 option on the LF/RF/LR that a few central Illinois tracks have implemented? Or is it basically an open tire rule now (at least consisting of LM's)?

Aka Hoosier sent ump a memo that if they want to keep receiving point fund money you better not even think of getting rid of grooving and siping. Tires would last too long and Hoosier would lose money.
