Engine gurus, opinions wanted please.

I'm looking to put a car together for next year for a young man I mentored in karts. If you had the choice, would you use:

A) sealed 604 with a 4 barrel

B) 355 with a 500cfm 2 barrel, 11-1 comp max, flat top pistons, flat tappet cam.

assuming engine b has steel heads , the 604 would be my choice.

Yes engine b is steel heads. Track is a 1/2 mile, slicks off for the feature. Port Royal, PA
