I assume it was a trick to trap air and help make the rear end stick better in the turns. They are on both sides by the way.

Some might say he had a tire to hide. lol

In the late 90s a hard charger named Miles Stitzinger had a yellow and red # 43 late model. It appeared to have a fender skirt . Only on the one side though. I believe I heard that he was Ron Davies 71d brother in law ?

I have a photo of Butch Hartman in his #75 with the fender skirts. I'm guessing early 80's era?

I was told there was a bit of speed to be had with the fender skirts. They didnt last long thou, before they were banned LOL.

Imagine turning a sheet of plywood sideways against the wind, same principle. Less about trapping air under the car and more about surface area against the wind/air when the car is in yaw(sideways). Although Bobby Peirce has proven this to be less effective than once thought by winning a myriad of races with NO quarter panel left on the RR of the car, so maybe we don't need the quarters as much as once thought...

Richards showed up at Screven with basically no LR quarter panel a few years back, and was stupid fast. They banned it by the second race, lol.
