I just think its only fairest to the fans if we pay to see all of these drivers that the tracks garanteeing will be there, so if they dont race and fans has already paid then we can get a dollar back...

Will I get ONE DOLLAR back from my ticket purchase for every one of these drivers that do NOT show up? Seems only fair if you are SURE that they will all be there.
