Is there less rotation mass or better inertia in 3rd vs 2nd?

I know 1 to 1 is best, but gearing not available to do it.

Are all spring and weights still set in car?
Also what type of motor were you running?
What gear is in rearend?
Any extras coming with car? (Wheels ect.)
