Default 12" wide late model wheels

I have been told under different circumstances that you can change handling by using the narrower 12" wheels but never fully understood how to do this and when. Any help?

Bloomquist was doing this maybe he still does just anoth tuning tool.I think it's mainly done on the front end I've used a 12 on the lf and we had a 12 on the rr once to get as much stagger as possible(very tight track)

No. When we used 12" wheels, they were 4" offset. Our 14" wheels are 5".
If you take 2" from the width, take 1" from backspace to keep contact patch centered.

Could someone explain the forces and effects at work running a narrower rim?
And what track conditions this would work best for?
