We run a 28 x 31 Afco double pass with the 18" 6 six blade steel with 1 to 1 pulleys and the medium size washer in the rad neck and in the south summer heat i only get to around 220 when its like 100 outside. BUT my friends car uses no shroud and jb weld on some holes and a cheap nylon fan and his runs cooler than mine, go figure....we chased mine for almost a year without a shroud and with the 4 blade gm using all sizes of washers but nothing helped till i put in the shroud with the blades about an inch from the sides all the way around and about an inch of the blades inside the shroud. What kinda water you running, Tap ? distilled ? water wetter ? antifreeze ? what heat range are the plugs you are using ? timing set at ?

You may think this is crazy but I use 2 cap fulls of Downy Fabric Softner in my radiator. We have a 2 pass, a electric fan attached to the radiator, and no shroud. Keeps my car 20 - 30 degrees cooler. No water wetter nothing, just straight water and Downy.

I run a 30% reduction never have issues, have a double pass with good shroud and a 15" 4 blade fan and I havent put in any ducting to help push air in the rad and runs about 220 in the 100 deg heat... The rad is also at about 15 deg lean back top to bottom so even the air that hits it isnt square... Run tap with about a quart of dexcool antifreeze. I always have ran antifreeze cus in the end it helps prevent boiling and that what really messes you up... And I run a 180 high flow stat so when its cold I dont have to mess with the tape and trying to keep the dang thing warm...
