Nope, not even close. The intelligence community in the US and other countries were certain they had them. In the end it appears as though the did get the WMD thing wrong, but that doesn't mean they lied, it means they got it wrong. If you can't differentiate the difference, then there isn't much hope for you.

In order to qualify as a no-bid contractor they have to be approved ahead of time by Congress, which Halliburton was and continues to be. There is an exhaustive audit regime that they comply with and when they overcharge they are given fines. Whether you like it or not they are accountable.

They have the experience and wherewithal to carry out these special contracts is why they continue to have this distinction.

The site you quote is from the Democratic Party, hardly one that is objective. Here's there background:

The Center for American Progress is a left wing public policy research and advocacy organization. Its website states that the organization is "dedicated to improving the lives of Americans through progressive ideas and action".[2] The Center presents a liberal[3] viewpoint on economic issues. It has its headquarters in Washington, D.C.[4]
Its President and chief executive officer is Neera Tanden, who worked for the Obama and Clinton administrations and for Hillary Clinton’s campaigns.[5] Its first President and chief executive officer was John Podesta, who served as chief of staff to then U.S. President Bill Clinton. Podesta remains with the organization as chairman of the board.

Just because your experienced and educated does not mean you are not naive.

Your Statement about Bush and Hoover doesn't make any since.
If we was going after a country that harbored those terrorist Why didn't he start the war with Yemen and Saudi? they weren't in Iraq. This wasn't a single lie, it had multiple stages. When questioned on the harboring lie, it changed to lie B, the despot and mass destruction lie. When that lie failed it was democracy for the Iraq people lie. After the election it became the stabilization lie.

Afghanistan was another series of lies. First it was Osama lie. When found he wasn't in Afghanistan they didn't invade Pakistan where he was or get out of Afghanistan. They just changed the lie. Take your pick, eliminating heroine, democratic country or fighting terrorists in the mountains. Are they terrorists? We invaded their country. What would we do if someone invaded ours? Even if Obama invited them. We where there to get Osama. We did. Why are we still there? Bush evidently passed the job of lie master in chief to Obama, along with the presidency.

It has been a long time since Hoover was president but it makes sense if you get some historical education. Hoover was president when the crash and great depression started. Bush was president for the next biggest one. No wonder why we are in trouble, history repeats it's self and no one knows history.

The only similarities between Bush and Hoover is that the economic and financial circumstances that caused the Stock Market to plunge during their administrations was caused by policies put in place prior to their taking office. Hoover wasn't even on the job a year before Black Friday happened in 1929. It was the Mortgage Bubble that caused the recent one and the policies that set in place happened under the Clinton Administration. Bush tried to reign in the policies that caused the recent meltdown but was stymied by the Congressional Black Caucus by making the absurd claim that going back to proven mortgage standards was racist. Not just once did Bush try to reform the mortgage industry, but twice with the same conclusion.
