How many dirt tracks does NASCAR in fact sanction under the Whelen All American Series? Isn't Cedar Lake one right off the top of my head along with at least another seven or eight for sure?

A lot of them. But unlike IMCA, NASCAR lets the tracks set there own car specifications rules as they see fit.

A late model at Cedar Lake is different than a Late Model at I-80 as far as the rule/engine package.

Also under NASCAR sanction...the pre tech would be a whole lot more in depth, and bloomer would weigh more than 3/4 of the field since they weigh cars without drivers and bloomer is far from the smallest driver.

Too late for that. Why you think cars cost 40,000+ an motors now Cost 45,000+. NASCAR drivers an teams have already trickled down into dirt. People at first thought it would be a good thing because of the publicity but in fact it's driven the cost up to where most average people can't afford it.
