How will shorting the left side 4 bars help with rear steer?

Statically, the rr tire will trail the lr. That makes the rear drive up the track, turning the car. Dynamically, it will steer a bit quicker with shorter bars. IE, 5" of drop will make the lr tire go forward more than it did before you shortened the bars.

Are we talking about just taking turns out of the left side bars or actually using shorter length bars that require the back set of holes?

I'm thinking about shorting all 4 bars 1/2in.
