That second bar is a brake floater. Instead of the caliper being attached to a bracket that is solid on the axle tube, it is attached to a "floater" which is kind of a like a birdcage but just for the caliper. It then has a bar that goes to the frame. With this setup, instead of LR braking force being transmitted to the 6th coil, it is transmitted to the chassis. It helps keep hike in the car on entry but can also make the car very free on entry. Adjustable on the frame and some brackets have adjustment on the floater itself.
i had very good luck with a left rear floater on a 350 rt frt spring, but when I started on the soft rt front set up, i found i didnt need it any more.
