Rusty doesn't exactly run Lucas or WoO. I think he should be able to run competitively.

I'll second this.
I've seen Rusty show up at races over the years with equipment way inferior to his competition and he was usually competitive. Even if it is Rayburn, I'd bet he's in better equipment than he's had in the past.

JD and Rayburn go way back, he was a test pilot of sorts.
