    Default Bert shifter

New to Bert trans. Older Bert. Looking at the trans where shift linkage connects, which is high/low and which is reverse the top or bottom? Using the shifters I can get both to move forward independently which pulls shifters out of trans, but cannot get either to go back? Does car have to be moving? Hopefully making myself clear. Any help is appreciated.

    Top is LOW/HIGH
    Bottom is reverse.

One shaft has to be in neutral before the other will move.
