Noose at talladega?

I have seen post on twitter that the noose was a rope that all garage doors have on them.It is a rope with a circular loop on the bottom of the door to pull the door down.Pease tell me this not so after all the publicty this generated... James@jamesEbeatty on twiter has photos of this...
