Seen where East Lincoln, Carolina, and Lanscaster run these "Lightning" late models. Are they just a set of rules agreed upon by these tracks for a late model type class?

Very good question. I do not know the answer. I have been wondering this for a few years now. I know some of the same cars run with the Blue Ridge series as well.
