home made tire prep stand?

I am in need of an electric tire prep stand but don't have the budget for a brand new one. so we were trying to figure out how to build our own but haven't really had any luck yet, any ideas?

how do you wanted it mounted or free standing,solid or folding type want kind of power 12 volt or 110 wheel pat 5 on 5 or ? I've been working on one myself and might be able to help.
