Here is how it could be done if someone thinks someone is on drugs they put up 1000 bucks .. and if the person that is tested is not on drugs he gets the 1000 bucks...

Except it's not Lucas who adopted this rule, it's the WoO, and as far as I know, Bloomer hasn't paid his fine yet so it won't affect him in the least.

No one is forcing anyone to do anything.
It is quite simple. If you want to race in WoO events you are going to be subjected to random testing.
If you don't want to be subjected to it you are free to race elsewhere.

Never said it did. But since you brought it up if fans know their driver wont be at a race because their protesting what WoO wants to do then they wont show to watch. Less money being made
