Three options. One lap qualifying, pill draw, or 5 cars to a hot lap session and count them times. I would do the hot lap one personally.

The pill draw would be the last scenario, remember this is due to the crappy weather here the situation is not gonna d but they wanna try and get the race in for everyone involved. Another small shower just rolled thru.
