I understand the drivers that have guaranteed starting spots, but what happens when they make the race on their own? Who do the provisionals go to then?

Provisionals are BS - non-provisional drivers racing there tails off and the provisionals riding around not pushing the issue because they are given a starting spot - everyone should earn a starting position in the $ feature.
