Drivers will no longer be allowed to draw a caution simply for the purpose of replacing an old tire with a new one

I think that’s a good move.

That will help some, but a lot of drivers will slow on the track to keep from going a lap down. Restart at the back and hope for caution and then go to the hot pit.

Good move, but I would rather they take the next step of eliminating the guaranteed time in the work area (or at least greatly shortening it). You have a couple laps to get it fixed while field is getting set. Once field is lined up correctly, give the one to go & get back to racing.
