Correct. I ask a seller in campground and at track. Both said anywhere in the state.

I believe they have added a geofence and you can only buy on the grounds now.

I know in the state of Kentucky you have to be paid by check and taxes have to be deducted (and paid) by the seller. But I know it can be different in Ohio.

Easier to buy and sell through the electronic print and scan system; they got the ok to ditch the 1 dollar 1 play that they had to adhere by, now you can get more chances by making bulk buys (6 plays for $5 for instance) and that encourages folks to spend more.
