The picture on DOD has to be the finish. If you go back and watch the race, the only time they are side by side at the finish line is at the checkered flag. I doubt it was from earlier in the feature as EPJ was running low and Rice was on the high side.

It's deceiving as the flagman is in the middle of waving the flag, if you look close enough you can see his face is facing the track.
