Is Billy Moyer Sr actually a jr? If so wouldn't that make his son Billy Moyer the third?

I was actually watching an old race, tv listed him as Billy Moyer Jr and the announcers called him that.
On a side note Im not sure why a simple question triggers people so bad.. quite weird.Comment
