This was announced at the North/South. The North/South uses the same format, and the promoter of DTWC was there and liked it2018:

I just seen the payout....ehhh, I wish they would've spread the wealth a lil more throughout the field, instead of making it top heavy. What did they for 2nd in previous years? I'm thinking it was 20k? If so, all they done was add 50k to the winner and didn't touch the rest.

It drops $50 from there on back. I know it's basically the same payout as the dream, I don't agree with the dream payout either.

Love to c it spread out and not top heavy! B nice to c $4000 to start. Excited to go. Hopefully weather will cooperate. Not sure how I feel about the passing point tho? Seems hard for a fan sitting in the bleachers to keep up with it. Idk?

I'd treat it like a music festival. I'd create a budget and offer guarantee money to the drivers I want to show up. Touring drivers would be like touring bands. That is your headlining draw. Indy drivers like Marlar, the Moyers, McDowell etc would be paid to show up. Whatever is left goes to the purse and drivers that aren't going to draw are going to compete for pride, prestige and whatever purse money they can make based on their skill.
The key is treating all drivers with respect. If you do better at the gate then you thought, then you throw a little more cash towards the start money for the drivers that aren't getting a guarantee. Word gets around. The next time everyone wants to race in your show and the fans want to show up.
I know it isn't as easy to do as I make it sound. In a sport like this there simply isn't enough money to go around at most tracks. The concept is the simple though. If you want the sport to survive, you gotta pay your talent a livable wage and you have to give your fans a good experience for their money.
