The Victory Circle chassis is a CAD alteration of the California company's asphalt cars. The cars can easily be set up to the buyer's specifications. In their literature, they just say Billy Moyer is a dealer.

The new victory chassis is the renamed Moyer extreme by longhorn isn't it?

The old victory circle chassis was what he was running prior to switching to and copying the longhorn product.
