The same reason TMac and Landers were allowed back on the track. Race got red flagged for weather. Cars were sent to there haulers. Where I'm sure guys were adjusting and fixing there stuff.

They made a point on the broadcast of saying TMac was allowed back BECAUSE he made repairs in the HOT PIT

Right. The rule doesn't specify on when a car is multiple laps down and doesn't take the green.

J.) All cars pitting under caution in the Heat, B(not a nice word)Main or A(not a nice word)Main will be allowed to re(not a nice word)enter the race and will be scored as long as they make the one to go or restart signal. All cars that miss the one to go or restart signal will WAIT until the next caution to re(not a nice word)enter the race. NO cars will be allowed any re(not a nice word)entering of the race once the entire field has gone by flag stand after a restart. We reserve the right to amend this policy as needed or dictated by the layout of a given racetrack.

Mastersbult the "one to go" refers to one to go before going back green from a caution. As long as the car is back from the cold pit before the field gets the going green next lap warning they are allowed back on.
