WoO Points question

Why is the USA Nationals race only giving out show up points? Why is it not a normal points race? Will the provisional still be handed out to WoO drivers if its not a points race. I know the race on the asphalt track earlier this year was a show up points only race but I think that was due to the rough track conditions. Any one have a list of what races are for points and not?
