what yr. model harmonic balancer is the same as the one used on a 604 and is it legal to internally

The 604 is internally balanced on the front of the engine but due to the crank configuration of a 1 piece seal the rear of the crank requires a added counter balance ---often referred to as external balance
in reality only the back half is externally balanced
to directly answer your balance question ---
NO crate sanction permits any type of balancing (to my knowledge)
the "old style" 8 inch balancer has been used for many years on production vehicles
the "new style" (skinny) balancer has replaced the old style but is still an 8 inch balancer
Both balancers are zero balanced (no counter weight)
