will a regular set of 23 deg. tri y headers fit a 604 motor?

When you say "regular" are you refereing to the bolt pattern or the port style or both
the 604 GM crate engine has a stock chevy bolt pattern however the port design is unique and will require a header with a very large port or a header with a port designed specifically for the head.
the crate port is a D shape design but is raised above the bolt centerline.
it is a very common mistake to bolt on a header that covers the top 1/4" or more of the exhaust port
the best check is to match a gasket to the head and then see how it matches to the header
***you never want the header flange to cover any part of the exhaust port***
