I have a shock with 800@2'' rebound,COB digressive piston.If I swap to a shock with 1400@2'' will this tighten the car at the apex?

It depends on what you're running on the RF. Conventional spring, 2-stage spring, and bump stop setups have different dampening requirements to make it work. Your cars nose is certainly rising when you gas up with the 800 on there. It will do it much less with the new one.
