4 bars, bolted to outside or inside of birdcages and why??!!

I have looked at alot, ok too many late models to try to figure this out and I see guys bolting the bars on bothsides, inside and outside, and run well. What are the reasons why?

Dynamic steer characteristics or corrections. Properly placed can also take bind out of the cage so it works freely.
