4 bar question

blue fromt rocket,,,can someone give me a basic idea what each bar does,,,I've been told top bars are for bite and bottom bars are for rear steer..I've had conflicting advice on the left bottom when it slicks off,raise or lower it?

Any help appriciated.....whats the normal adjustment on lower bars when it slicks off?
