Can you set toe with the wheels off the ground or does it change when you set them down? I'm assuming yes because of suspension droop. Just curious.

You need to set toe at ride height, and with your other front end settings locked in. With the suspension extended, you will get a different reading. In essence, an excessive amount of "reverse" bump steer.
