rpm question

changed engine and transmission and after doing this when the engine is running and the hood is raised the RPM of engine increases about 200. when the hood is put back on it decreases 200 rpm.

CAN NOT FIND THE PROBLEM. ANYONE EXPERIENCED THIS?

is the air cleaner or something else hitting the throttle linkage or a vac tube?
