Car Building Info Needed

Looking to build a car for next year. Hornet class on dirt. FWD no foreign cars. What is the best car to start with? We currently have a 1995 Dodge Neon, 2 door, manual. Leaning towards another neon, but still open to new ideas. What is the best neon to start out with? What cars are better than neons?
