Right rear birdcage

The birdcage on my right rear only has holes for the upper and lower bars at 3 inches from the axle. What would this effect and should i go ahead and replace with another birdcage?

Edge of axle or center of axle?

Those are the normal holes for a swing arm or 4 link.
