and is an external belt driven wet sump pump legal in a modified?

There are a lot of variables. A stock block aluminum head motor with a light crank and dist pulleys less carb with oil is about 430. A dart block aluminum head motor with a heavy crank can be in the 485 range

yes the external wet sump pump is allowed(well so i am told) i know a few guys running them
