If you are talking about a plug in the filter adapter that is bolted to the block it is where someone plugged the oil bypass. The factory piece has a small disk that is spring loaded and if the filter plugs and the pressure raises it will open and allow oil to go to the engine. In a racing engine the oil pumps increased pressure and volume will keep the bypass open and allow unfiltered oil to go thru the engine so many people remove the bypass, tap the hole and put in a pipe plug with some thread lock to keep it closed.
